CEDA: The Community and Economic Development Association of Cook County Inc. (CEDA) is a community action agency for Cook County. Through funds administered by the Department of Commerce and Economic Opportunity (DCEO), CEDA provides economic development and human service programs to address the needs of low-income Chicago and Suburban Cook County residents and the underlying conditions that cause those needs. CEDA provides a variety of energy services in Cook County including, but not limited to, Low Income Home Energy Assistance Program (LIHEAP), the Illinois Home Weatherization Assistance Program (IHWAP), and utility funded programs (Fuel Funds). 

LIHEAP: assists low-income households by offsetting the rising cost of home energy through direct financial utility bill assistance, furnace repair/replacement, energy counseling, as well as outreach, and education. The LIHEAP program also serves as an important entry point for a variety of other needed social services for low-income population. There are multiple grant options under LIHEAP.

PIPP (Percentage of Income Payment Plan) Energy assistance benefits in the form of a monthly payment made directly to the applicable utility vendor(s) on behalf of the eligible household. The household is responsible for making the required full on-time monthly customer payment towards their utility account(s) in order to receive the monthly PIPP benefit.

Cash Assistance A one-time cash payment made directly to the eligible household. Households who indirectly purchase energy as an undesignated portion of their rent and rental expenses are greater than 30% of the household’s gross income will be eligible to receive cash assistance.

DVP (Direct Vendor Payment) Energy assistance benefits in the form of a one-time payment made directly to the applicable utility vendor(s) on behalf of the eligible household.

RA (Reconnection Assistance) Expedited energy assistance for eligible households that are disconnected or are in imminent threat of disconnection from one or both utilities.

Summer Cooling Energy assistance benefits in the form of a one-time $150 payment made directly to ComEd on behalf of the eligible household.

Furnace Assistance Includes repair or replacement of an existing heating system for LIHEAP eligible households.

IHWAP is a year-round program using state-of-the-art technology to make homes more energy efficient for qualifying low-income residents in Chicago and suburban Cook County. Weatherization provides health and safety equipment, repairs or replaces heating systems, seals air bypasses and other drafty areas, as well as increase attic, wall, and basement insulation. These measures will help save energy for homeowners and keep homes warmer in winter and cooler in summer.

Fuel Funds Programs are energy assistance programs administered by CEDA and funded by the respective utility companies. Fuel Funds programs offer utility bill assistance in the form of a payment made directly to the applicable utility vendor(s) on behalf of the eligible household.

COMMUNITY FOOD PANTRY: Distributing food and grocery to the community on a weekly basis, including meat, poultry, fresh produce and canned goods. Hours of operation Weekly on Wednesday and Thursdays from 4:30pm-6:30pm. Also on the same days of operation, the Food Pantry provides Home Deliveries to residents that need assistance.

SAFE HAVEN: Keeping CPS students engaged in creative, meaningful activities during spring and summer breaks as well as after school throughout the year. 

SUMMER YOUTH EXCHANGE: Taking up to 50 teens and young adults from New City, Back of the Yards, Little Village, South Shore and Bronzeville communities on a 2-3 day summer retreat where we provide them with tools and strategies to learn team building, leadership skills, conflict resolution and solidarity.

ANNUAL BACK TO SCHOOL CELEBRATION: Free backpacks and school supplies to the community as well as food, games and sports tournaments.
